The cap is the most the discount can be worth to one subscriber over the period. It is set in US dollars in the offer; everything else on this site is priced in Iraqi dinars.
TAMM is a privately owned company. A nomination decides who qualifies for this programme; it is not an endorsement of TAMM by any government body.
